Model assumptions
The uploaded code attributes these fixed inputs to LBNL “Queued Up 2026,” EIA Form 860, and NREL NSRDB, but supplies no verified source records or working live feed. The October 2026 baseline label is supplied, not a verified update date. No live synchronization is performed.
These ISO/RTO scenarios are not individual state rankings or measured installation schedules. Estimated NTP months reuse the supplied average queue duration; actual notice-to-proceed depends on utility, site, permitting, and project-specific conditions.
Speed = max(1, 10 − queue months / 42 × 9). Completion = completion percentage / 25 × 10. Solar yield = daily irradiance / 6 × 10. The five weighted factors are divided by total weight × 10 and multiplied by 100; permitting and policy use the supplied ratings.
